get the forecast every day at wbaltv.com. >> "les mis tore through an apartment in the early morning hours. a three-alarm fire at this three story, multiuse building that started around 12:45 this morning. the temperatures were continuing to drop. firefighters say part of the roof collapsed before they got everything under control, which took nearly two hours. investigators are still trying to figure out what caused the blaze. investigators in harford county said they know what caused the destructive house are yesterday in joppatowne. a heat lamp got too hot in cited nearby boat. the flames broke out just before 2:00 wednesday afternoon. there was one person in sight at the time had to be rescued. we are told the damage is around $225,000.

>> the baltimore city state's attorney's office says it will not press charges against three police officers in the death of 43-year-old anthony anderson. he died in custody after suffering blunt force trauma, according to reports from the medical examiner's office. lowell melser joins us as his family has just wrapped up a news conference about the decision. >> family members of anthony anderson expressed outrage over the decision, saying that despite -- saying that the fight is far from over. >> we have concluded from our investigation that they did not act with intent to cause death or serious injury to mr. anderson, nor did they act in a grossly -- with a reckless disregard for human life. >> telling reporters thursday afternoon that his office will not press charges against baltimore city of certification

-- against baltimore city officers after anthony anderson died in their custody during a drug arrest. police said anderson joked on drugs after allegedly being thrown on the ground. an autopsy determined and he died of blunt force trauma. according to a lengthy report released from the state's attorney's office, there were not involved in the physical encounters. as far as stroman, his use of force was not excessive. >> certainly within the condor's of the use of force guidelines, this would be an appropriate maneuver, given the degree of resistance that was presented. >> the report says witnesses corroborated testimony by officers that they followed anderson in an east baltimore neighborhood known for drug activity. they chased him and he put drugs in his mouth, the report said. stroman tried to bear hug him to

get him to the ground to spit them out, which he did, and the drugs turned out to be heroin. his family spoke out later on the state's attorney's decision. >> we have an autopsy report and it basically tells us what we already knew. the autopsy confirmed it. it looks like they are just taking the police word on what happened, and that is not fair. >> that was anderson's sister speaking there. all three officers are still subject to an internal review to see if administrative action should be taken. anderson's family says it has planned a rally and march in east baltimore this saturday. lowell melser, wbal-tv 11 news. >> now 2 and 11 news update about an ongoing homicide

investigation in baltimore city. the man killed tuesday night has not been identified as 32-year- old justin lee milton of northeast baltimore. it happened around 9:30 tuesday night. he was taken to johns hopkins where he was pronounced dead. a second victim survived the shooting. there is still no word on a suspect or motive. a judge will allow defense lawyers to shut try to show that the lead detective in the phylicia barnes case has a history of lying. jayne miller is life downtown with that story. but the jury was picked last night. opening statements are set to begin tomorrow. the prosecutors may now ask -- it is a tough spot for prosecutors in the murder case of phylicia barnes. detective daniel nichols and laid out the -- to run the risk his credibility fall apart in

front of the jury. the judge ruled that nichols and can be questioned about whether he told the truth last year when he allegedly headed up a robak search for his daughter when she ran away. according to an investigative summary presented in court, nichols and allegedly forced his way into the apartment recently -- into the apartment where he believed his daughter was hiding. according to defense lawyers for michael johnson,nicholson lied three different times when questioned by investigators. the judge will allow them to ask nickel -- nicholson. his testimony could come next week. >> we will be continued to follow that story. that was jayne miller reporting. >> for the first time since they

>> i ruling from maryland's highest court that will affect how law enforcement investigate police officers. it was ruled that police must release their files regarding how authorities investigate racial profiling. the aclu and the naacp board's made that push for the files but it was argued those documents are personnel records. the court disagreed. the naacp said the ruling threatens to set a strong precedent. >> more opportunities for women in the military. defense secretary leon panetta announced more than 200,000 combat jobs previously only open to men are now open to both sexes. the secretary pointed out 150 women have been killed in combat in iraq and afghanistan, and he

believes if they can meet the qualifications of the job, they should have the right to serve in those positions. in recent years there has been a growing number of women enrolling in local high school junior rotc programs. >> while they are not geared to preparing women for the military -- tim tooten is live in the newsroom with their reaction. >> educators will tell you that rotc programs have become very popular, especially among females, because they teach discipline and responsibility. they also stress academics. the junior rotc program here is the largest in baltimore county. it is one of the top programs in the state. more than 300 students have signed up, half of them are females. in the decision to lift the ban on women serving in combat, it is becoming a hot topic among females on campus. >> it is good to see we are

continuing equality between women and men. >> i feel like women are already in combat. women do participate. it may not be on the battlefield per se, but we are helping out. >> women have served in uniform alongside men in iraq and are doing the same in afghanistan. the policy is getting support from some students here who believe it should be a matter of choice. >> i think it is a good idea. >> i think that women should be able to go into combat, especially if they are willing to risk their lives for our country. i think they are willing to, they should be able to. >> the ban will not be lifted right away. it will be until 2016 to officially make changes. >> i support it because i think women should have equal opportunity, if that is what they want to do in life.

area, that will enhance the chill tonight. single digits are possible in the colder suburbs. the wins will diminish. the weather service issuing winter weather by trees and a winter storm warning tomorrow out in garrett county. that system is already showing up in the upper midwest and will be rapidly dropping south and east. we will see clouds moving in overnight and by tomorrow afternoon, the chance for some snow. in the morning, we wake up to cloudy skies. will be dry for the morning commute. the afternoon commute could be different. between four o'clock and 6:00 tomorrow evening, we could see the first snow reading debate. it should taper off by 11:00 midnight and then get out of here in the early morning saturday. the snow is going to be a quick hitter, coming through tomorrow night. the dry air and quick movement will not accumulate a whole lot, but the entire region could seek a dusting up to an inch.

has agreed to conduct a two-day meeting to determine whether narcotics containing hydrocodone need to be classified as scheduled to drugs. that would mean fewer prescriptions could be written at one time and it pharmacies must lot of pills and cabinets. other painkillers are ready subject to those rules. some doctors say hydrocodone drugs are less addictive than other painkillers. many experts disagree. and i three panel is expected to make a recommendation tomorrow. when lightning strikes, a headache may be close behind. a new study. to lightning as a factor in the onset of migraine headaches, regardless of other factors. a group of migraine sufferers were asked to record their had a activity for six months. they found there was a 31% increase of headache and days that lightning struck within 25 miles of the person's home. it is believed that electromagnetic waves may be to blame.

concerns to his superiors, but nothing was ever remedy. he said in 2010 he asked to be taken off the executive protection detail, saying i no longer wish to be part of it. when the defense asked about resigning, he replied, i did not resign. to others who work for the county and are now suing leopold are paying close attention to the case. >> this man victimizes everyone who crosses his path. whether you cross him personally or just merely by contact, that is what it comes down to. everyone is afraid to get fired and they are afraid to speak up to john leopold. any elected official who is put in that position and misused their power, they did not belong in office. >> the sergeant said he worked overtime on weekends, picking up newspapers and taking leopold to breakfast and lunch. he said he also handled his campaign funds, but on one occasion leopold decided to

handle it because the officer was not supposed to do it. he said leopold instructed him and another officer to lock up a connie.amed comi the sergeant said the officers did keep an eye on her, but she was not a security threat at all. he was given immunity and said he thought it because he had seen what mr. leopold had done to other county employees. >> for someone like that to be put in a position where they are too uncomfortable to say this is ruining my life, it is just a disgrace. >> judge dennis sweeney will decide if leopold broke the law by using members of his security detail for personal and political duties. tomorrow, the defense will make a motion for judgment of

acquittal. the judge will determine if the case continues. barry simms, wbal-tv 11 news. >> here is a look at some of our other top stories at this hour. three city police officers will not face charges in the death of a man who died while in their custody. police said it burst that 46- year-old anthony anderson died from choking on drugs. and the medical examiner later ruled that he died of blunt force trauma. a setback for the prosecution in the murder trial of michael johnson. he is accused of killing 16- year-old phylicia barnes. a judge ruled defense lawyers will be allowed to try to show that the lead detective in the case has a history of lying. he is currently under investigation for alleged unauthorized search he led when his teenage daughter ran away laughter. -- ran away last year.

>> she saw professional help. she shared her innermost anxieties, fears, and hopes, with a licensed therapist based in columbia. the therapist demanded sex in return. she says he threatened to kill her and her family if she reported him. she didome digging and discovered her therapist served 04-year prison term for felony aggravated assault. he was able to get a license in maryland because the state does not require a background check. heather gave the state board of professional counselors and therapists a copy of her therapists criminal past. he surrendered his license, admitting he exploited his professional relationship. he did not face professional charges. lynette's law would change that. it requires background checks. prohibit sexual conduct between a therapist and a patient, just like the law applies to others

take a lot of moisture to produce some fluffy snow. that is likely what we will see tomorrow afternoon and evening. a few hours a fluffy white, powdery snow that you can sweep away. it will be gone by saturday morning and most of the weekend will feature sunny skies. tomorrow evening, a couple of inches of snow is certainly possible. it looks like it will come through during the friday evening rush hour. this shaded area is the second category, 1-3 inches around baltimore area and back into the amount by tomorrow evening. 21-26 for the high for us. so developing in the afternoon and evening. the mountains will probably get five-9 inches as the snow comes down a little heavier there tomorrow night into saturday morning. great ski conditions up and down the appalachians chain. snow showers arriving on the
